Phoebe was a Zion operative and the main protagonist of The King of Never Return comic.
At the exposition of the comic, she explicates why her crew has, "gone rogue" from the objective of the Redpill operatives - because they're bored with the complacency and redundancy of the Real World.
Contrary to adhering to Zion's orders, they instigate nefarious and illegal activities, like robbing banks inside the Matrix, and have been engaging in such for such an extent of time, that Phoebe has lost sense of herself.
The objective of such pandemonium is not because they require the money, but so the commotion would attract Agents - and how the resulting invigoration and thrill of the escape supersedes that of sex.
